Since guys like Mitch McConnell constantly hand out free money to voters, big business, and campaign contributors. Their voting for basic income is no stretch. In fact, I expect desperate Republicans will be fanatical basic income supporters in a few years.

My suggestion is to pay it out on top of other programs. The panel is just a scheme to kick the reparations issue down the road.
