Why should Norway spend the $200 or $300 billion needed to copy America’s labs at the NHI, CDC, etc.

Why should Norway spend the $200 or $300 billion needed to copy America’s labs at the NHI, CDC, etc. when it could leverage its resources by buying bonds. Note Norway is already vast amounts of money to America. Strange argument.
