Yes, you’re right Johnson would make my 10 worst presidents list. However, he did far less damage than Jackson, Madison, or Buchanan. For instance, Andrew Johnson did start a needless war, cause a depression, or engineer the deaths of tens of thousands of Americans. On the other hand, Johnson will be close to the list of bad presidents.
